+This component runs in background and syncs clipboard with paired Android devices.

+Initial milestone:

+1. Start TCP server on default port `45821`.
+2. Broadcast LAN discovery messages.
+3. Handle v1 handshake and pairing state.
+4. Send/receive text clipboard updates.
+5. Persist paired peers and reconnect automatically.
